The Senate backed by 64 to 34 a procedural measure setting the stage for potential votes to pass the legislation in the Senate and House of Representatives by the end of next week.

The bill is part of a broad effort across the government to push back against a rising China and ease supply-chain problems, in this case by decreasing U.S. companies’ reliance on foreign-made semiconductors.

The final text was not released before the procedural vote, but Senate aides said the measure includes about $54 billion in subsidies for U.S. semiconductor companies, as well as a new, four-year 25% tax credit to encourage companies to build plants in the United States. The tax credit is estimated to be worth about $24 billion.

Officials from President Joe Biden’s administration had urged Congress to pass a semiconductor bill before leaving Washington for their annual August recess, saying it would not only create and preserve U.S. jobs, but also bolster national security.

Semiconductor companies have also been clamoring for action.

“Today’s vote is really about whether we’re going to stop shipping jobs overseas, and instead invest in American R&D. If we invest in American R&D, then we will see the plant being talked about in Ohio get built instead of being immediately built in Europe,” she said.

Many major weapons systems also require sophisticated computer chips. For example, Javelin missile systems made by Raytheon Technologies (RTX.N) and Lockheed Martin Corp each contain 250 microprocessors. “There is a shortage of ammunition, food and water in the enemy units,” it added, without elaborating.

Five civilians had been killed and 16 had been wounded by Russian forces in the Donetsk region, while two civilians had been killed by shelling in the city of Nikopol in the south, the respective regional governors said on Telegram.

Reuters could not immediately verify the Ukrainian accounts.

At least one person was killed in a Russian missile strike on the centre of the eastern Ukrainian city of Kramatorsk, authorities said.

“I felt a really powerful explosion and I understood it was somewhere here,” said Valentina, 70-year-old local resident whose son-in-law, Maksym, was critically injured in the attack.

“I called my daughter and she says that Maksym is not picking up the phone. He must have been knocked off then,” she cried.

GAS EXPORTS

As the war drags on, concerns that Russia may halt supplies of natural gas to Europe have risen.

In response, the European Union is considering a voluntary 15% cut in natural gas use by its member states beginning next month, Bloomberg reported on Tuesday, citing EU diplomats.

Brussels is expected to publish plans on Wednesday for how the 27 EU members can reduce gas use. The exact number for the reduction target was not specified in a draft document of the plan seen by Reuters.

Kremlin-controlled energy giant Gazprom (GAZP.MM) was ready to fulfil its obligations on gas exports, Putin said, and was not to blame for a reduction in gas transit capacity, including shutting down one of the routes via Ukraine to Europe by Kyiv.

China’s government warned on Tuesday that it would take “forceful measures” if U.S. House of Representatives Speaker Nancy Pelosi visited Taiwan, after the Financial Times said she would go to the Chinese-claimed island next month.

Pelosi and her delegation will also visit Indonesia, Japan, Malaysia and Singapore, and spend time in Hawaii at the headquarters of U.S. Indo-Pacific command, the London newspaper added, citing people familiar with the matter.

Taiwan’s Foreign Ministry said it has “not received relevant information” about any visit.

Asked about the report, Drew Hammill, Pelosi’s deputy chief of staff, said, “We do not confirm or deny international travel in advance due to longstanding security protocols.”

The Democratic leader’s visit to Taiwan had been postponed from April, after she tested positive for COVID-19. At the time, China said such a visit would severely affect Chinese-U.S. relations.

Speaking in Beijing, Chinese Foreign Ministry spokesman Zhao Lijian said any visit by Pelosi would “seriously undermine China’s sovereignty and territorial integrity”.

“If the U.S. side obstinately clings to this course, China will definitely take resolute and forceful measures to firmly defend its national sovereignty and territorial integrity,” he said. “The United States must be fully responsible for all the consequences caused by this.”

U.S. State Department spokesperson Ned Price, asked about China’s reaction, said: “I believe the foreign ministry was weighing in on a hypothetical. That is something that I will hesitate doing here”.

Taiwan faces mounting pressure from China, which considers the democratically governed island its own territory. The issue is a constant irritant in ties between Beijing and Washington.

Taiwan, however, has been heartened by continued support offered by U.S. President Joe Biden’s administration, which has repeatedly spoken of its “rock-solid” commitment to the island.

Pelosi, a long-time critic of China, held an online meeting with Taiwanese Vice President William Lai in January as he wrapped up a visit to the United States and Honduras. 

The White House had expressed concern about the Pelosi trip, the Financial Times said, citing three people familiar with the situation.

There were divisions in the Democratic U.S. administration over whether Pelosi should visit Taiwan, the FT quoted two sources as saying.

Some officials believed it had been easier to justify a visit in April, as that was just after the start of Russia’s invasion of Ukraine, it added.

A spokesperson for the U.S. National Security Council would not comment on “travel that the Speaker’s office itself has not announced,” and reiterated that the United States remains committed to its One China policy.

Separately, the U.S. Navy’s 7th Fleet said the Arleigh Burke-class destroyer USS Benfold conducted a routine Taiwan Strait transit on Tuesday, “through international waters in accordance with international law.”

“The ship transited through a corridor in the Strait that is beyond the territorial sea of any coastal state,” it said in a statement.

The United States has been carrying out such voyages through the stretch of water separating Taiwan and China about once a month. This has angered Beijing, which views them as a sign of support for the island.

Ukraine reported clashes with Russian troops on Sunday on fronts in the east and south, with six civilians killed in one rocket attack, as the United States sought to marshal international support in opposing Russia’s invasion.

“During the last night alone, the Russians launched seven artillery barrages and four rocket strikes.”

Russia says it wants to wrest control of the entire Donbas, the eastern industrial heartland made up of Luhansk and Donetsk provinces, on behalf of Moscow-backed separatists in two self-proclaimed people’s republics.

The governor of the Donetsk region said six civilians were killed in a Russian rocket attack on an apartment block in Chasiv Yar town, about 30 km (20 miles) southeast of Sloviansk, with some 30 people believed to be trapped in the ruins.


Russia’s Tass news agency, meanwhile, cited pro-Russian separatists as saying Ukrainian forces had fired an artillery barrage into residential districts of the city of Donetsk.

Ukrainian military spokesman were not immediately available for comment. President Volodymyr Zelenskiy said on Saturday the Russian army had targeted civilians on purpose.

Russia, which claimed control over all of Luhansk province last weekend, denies targeting civilians.

Russia sent tens of thousands of troops into Ukraine on Feb. 24 in what it called a “special operation” to degrade its military capabilities and root out what it calls dangerous nationalists. Kyiv and its Western allies call the invasion an unprovoked land grab.

Ukrainian forces have mounted stiff resistance and the West has imposed sweeping sanctions on Russia in an effort to force it to withdraw.

FOCUS ON DIPLOMACY
In the south, Ukrainian forces fired missiles and artillery at Russian positions including ammunition depots in the Chornobaivka area, Ukraine’s military command said.


U.S. Secretary of State Antony Blinken is in Asia, where he has been urging the international community to join forces to condemn Russian aggression.

He told journalists on Saturday he had raised concerns with his Chinese counterpart, Wang Yi, over Beijing’s alignment with Moscow. read more

The denouement of a battle which came to symbolise Ukrainian resistance took place as Russia’s invading forces struggled elsewhere, with troops retreating from the outskirts of Kharkiv in the northeast.

On the international front, Swedish Prime Minister Magdalena Andersson said Sweden and Finland will on Wednesday hand in their respective applications to join NATO, abandoning their long-standing policy of neutrality over concerns about Putin’s wider intentions.

The leaders expressed optimism they could overcome Turkey’s objections to them joining amid a flurry of diplomatic activity aimed at smoothing their path into the 30-nation alliance.

Their move will bring about the very expansion of the Western alliance Putin invoked as one of the main justifications for what he terms his “special military operation”.

CITY IN RUINS

The complete capture of Mariupol is Russia’s biggest victory since its Feb. 24 invasion and gives Moscow total control of the Sea of Azov coast and an unbroken stretch of eastern and southern Ukraine.

But the port city now lies in ruins, and Ukraine believes tens of thousands of people were killed under months of Russian bombardment and siege.

Russia said at least 256 Ukrainian fighters had “laid down their arms and surrendered”, including 51 severely wounded. Ukraine said 264 soldiers, including 53 wounded, had left.

Russian defence ministry video showed fighters leaving the plant, some carried on stretchers, others with hands up to be searched by Russian troops.

While both sides spoke of a deal under which all Ukrainian troops would abandon the huge steelworks, many details were not yet public, including how many fighters still remained inside, and whether any form of prisoner swap had been agreed.

Ukraine’s Deputy Defence Minister Hanna Malyar told a briefing that Kyiv would not disclose how many fighters were inside the plant until all were safe.

“The ‘Mariupol’ garrison has fulfilled its combat mission,” the General Staff of Ukraine’s Armed Forces said in a statement.

“The supreme military command ordered the commanders of the units stationed at Azovstal to save the lives of the personnel.”

President Volodymyr Zelenskiy said: “Ukraine needs Ukrainian heroes alive.”

Ukraine’s Deputy Prime Minister Iryna Vereshchuk said Kyiv aimed to arrange a prisoner swap for the wounded once their condition stabilises, but neither side disclosed terms for any specific deal.

Natalia, wife of a sailor among those holed up in the plant, told Reuters she hoped “there will be an honest exchange”. But she was still worried: “What Russia is doing now is inhumane.”

In a statement on Monday, the Azov Regiment, the main Ukrainian unit that had held out in the steelworks, said it had achieved its objective over 82 days of resistance by making it possible to defend the rest of the country.

The regiment, now part of Ukraine’s territorial defence forces, originated as a far-right militia, and Moscow has portrayed defeating its fighters as central to its stated objective of “de-Nazifying” Ukraine. Russia blames them for mistreating Russian speakers, one of its war justifications, which Kyiv and its Western backers call a bogus pretext.

High-profile Russian lawmakers spoke out against any prisoner swap. Vyacheslav Volodin, speaker of the State Duma, Russia’s lower house, said: “Nazi criminals should not be exchanged.” Lawmaker Leonid Slutsky, one of Russia’s negotiators in talks with Ukraine, called the evacuated combatants “animals in human form” and said they should be executed.

The United Nations and Red Cross say the true death toll from the siege is still uncounted but it is certain to be Europe’s worst since the 1990s wars in Chechnya and the Balkans.

For months, Mariupol’s residents were driven into cellars under perpetual bombardment, with no access to food, fresh water or heat, and bodies littering the streets.

Two strikes – on a maternity ward and a theatre where hundreds of people were sheltering – became worldwide emblems of Russia’s tactic of devastating population centres.

Thousands of civilians are believed to have been buried in mass graves or makeshift pits in gardens, and Ukraine says Moscow forcibly deported thousands of residents to Russia.

Moscow denies targeting civilians or deporting them.

UKRAINE ADVANCES

Elsewhere, Ukrainian forces have been advancing at their fastest pace for more than a month, driving Russian forces out of the area around Kharkiv, Ukraine’s second largest city.

Ukraine says its forces had reached the Russian border, 40 km (25 miles) north of Kharkiv. They have also pushed at least as far as the Siverskiy Donets river 40 km to the east, where they could threaten supply lines to Russia’s main advance in the Donbas.

Russia is still pressing that advance despite taking heavy losses.

Also on Tuesday, President Zelenskiy spoke by phone to French President Emmanuel Macron, who told him that French arms deliveries to Ukraine would intensify in coming days and that France was ready to respond to additional demands for help.

Macron also said Ukraine’s European Union application would be examined by EU members at a summit in June.

A Chinese intelligence ship tracked off Australia’s west coast within 50 nautical miles of a sensitive defence facility did not breach international maritime laws, Australia said on Saturday.

Australia tracked the spy ship over the past week as it sailed past the Harold E Holt naval communications station at Exmouth, in Western Australia, which is used by Australian, U.S. and allied submarines.

Prime Minister Scott Morrison said on Friday the Chinese navy vessel was not in Australian territorial waters but its presence was “concerning”, amid an election campaign where China’s behaviour in the region has been centre stage.

The question of a national security threat posed by China, including its expanding influence in the Pacific, has been a major theme in the campaign for the May 21 general election.

Asked on Saturday about whether the vessel’s conduct was a “red line”, Morrison said freedom of navigation was permitted around the world and the ship had not broken maritime laws.

“International law of the sea has not been breached,” he told reporters on the campaign trail in Melbourne. But he said the issue highlighted challenges Australia faced from China “seeking to impose its will across the region”.

The opposition Labor Party leader Anthony Albanese said on Saturday that he shared the government’s concerns about the vessel and had sought a briefing.

Defence Minister Peter Dutton said this week that he considered the vessel’s movement “an act of aggression” for travelling so far south.

China’s foreign ministry spokesperson Zhao Lijian, asked about Dutton’s comments on Friday, said he was not aware of specifics but that China always abided by international law and urged Australian politicians to “refrain from alarmism”.

China’s embassy in Australia did not immediately respond to a request for comment on Saturday.

Relations between Australia and China, major trading partners, have been strained recently over growing Chinese influence in the Solomon Islands, after the small Pacific island nation signed a security pact with China.

Chinese navy vessels have been tracked off Australia’s northern and eastern coasts several times in recent years. The same Chinese vessel monitored Australian navy exercises with the U.S. military off the east coast last year.

In February, China and Australia traded barbs over an incident in which Australia said one of its maritime patrol aircraft detected a laser directed at it from a People’s Liberation Army Navy vessel.

China’s immigration authority is still providing services for necessary trips outside the country, it said on Friday, denying rumours that passport issuances were halted and that residency cards for living in foreign countries were being invalidated.

Officials have promptly processed certificates for people who need to travel abroad for necessary and urgent matters such as study, scientific research, trade and businesses and medical issues, the National Immigration Administration (NIA) said in a statement.

The NIA was responding to what it said were “foreign media reports” that falsely said the agency had suspended passport issuances and had invalidated residency cards issued by foreign countries to Chinese citizens eligible to live overseas by cutting off the corners. The NIA statement did not include examples of the reports.

The statement followed the NIA’s announcement on Thursday that it would “strictly limit” unnecessary overseas travels by Chinese citizens to minimize the risks of a resurgence in COVID-19 cases caused by infections among international travellers.

“There remain great uncertainties in the development of the pandemic and a big risk of getting infected during trips overseas,” the NIA said in the statement on Friday, which was published on social media.

“People in the country should continue not to travel abroad for unnecessary, non urgent purposes.”

Overseas travel from China has become more difficult with frequent flight cancellations and travel curbs in areas with domestic COVID outbreaks, as the country insists on stringent moves including citywide lockdowns to curb a wave of infections this year.

The country has suspended issuing common passports for trips considered unnecessary. In February, the NIA said it has not resumed issuing or renewing passports for leisure tours.

Trips in or out of the country made by mainland citizens in 2021 plunged nearly 80% compared with the level in 2019, NIA data showed.

Group Managing Director, Dangote Group, Mr. Olakunle Alake, made this disclosure during a panel discussion at the Infrastructure Solutions Summit organized by the African Finance Corporation (AFC) in Abuja, yesterday.

According to him, “We do have something right now that we are trying to complete. I think this is the major project and that is our major focus right now. In another couple of years, we will not go to Central Bank for foreign exchange for any of our activities, because at the end of the day, it’s a double situation, you import product which means you are creating jobs outside Nigeria and you struggle to get the forex.

“You drill for oil, you export oil, you don’t refine it. That way you are just killing employment. Our focus is two things. One, we make sure we look at things that can be produced locally, we create employment that way and we create value that way”.

He added that Dangote was planning to invest heavily in the steel sector of the economy.

According to him, “apart from the oil and gas project that we are doing, we are also one of the key stakeholders that has supported the government in terms of infrastructure tax credit scheme and we are using local banks to build that capacity across Nigeria.

“For us, steel is one of the key areas. You recall that years back government decided that steel was major and set up Ajaokuta Steel and Delta Steel.”

Nineteen days after the Nigeria Identity Management Commission barreď about 72 million telecommunication subscribers for failing to comply with the Federal Government’s NIN-Subscriber Identity Module policy, the agency issued 80.7 million National Identification Numbers.

The data on the portal of the agency showed that the number of NIN issued to Nigerians stands at 80.7 million as of April 23, 2022.

Following the ban, registration for NIN increased by 4.67 per cent from 77.1 million as of March 21, 2022, to 80.7 million as of April 23, 2022.

According to a breakdown of the data, about 20.56 million NINs have been issued in the North-Western part of the nation; 20.23 million in the South-West; 13.59 million in the North-Central, 9.96 million in the North-East, 9.34 million in the South-South, and 6.87 million in the South-East.

Recall that the agency on the 4th of April barred about 72.77 million active telecommunication subscribers from making calls on their SIMs following the enforcement of the Federal Government’s SIM-NIN policy.

As of the time of implementing the policy, 125 million subscribers had linked their NINs to their SIMs, while 78 million NINs had been issued.

The Chairman, of the Association of Licensed Telecoms Operators of Nigeria, Gbenga Adebayo, in an interview with Punch claimed that more subscribers had since submitted their NINs for linkage.

According to him, as more subscribers submit their NINs, the number of people with deactivated lines will reduce.

He said, “I don’t have the current statistics, but I can say the numbers are looking up. We have more players, and more people are submitting their NINs every day as they become available.

“Things are looking up, compliance level has improved significantly, and we are hoping that as more people have their NINs captured and submit their NINs to operators, people complaining that their lines are deactivated will naturally ease out. But the numbers are looking up.”

Commenting on the plight of subscribers, the National Association of Telecoms Subscribers, Adeolu Ogunbanjo, stated that subscribers were still struggling to get their NINs, to link them with their SIMs.

He said, “There is still a long way to go. About 72 million subscribers are still struggling with making calls.

“If ALTON says there is an improvement, I want to believe it is on the upload side. The uptake capacity is still slow. The operation is cumbersome, apart from that, it is slow. It is still taking them much time to generate NIN. It still takes about one week to generate a NIN, if you are lucky. Most people who want to get their work done at a relatively fast pace still have to pay. This situation has birthed a racketeering ring.”

U.S. President Joe Biden and other G7 leaders are to hold a video call with Ukrainian President Volodymyr Zelenskiy on Sunday in a show of unity ahead of Victory Day, in which President Vladimir Putin typically inspects a massive military parade in Moscow.


“Putin’s brutal attack is not only causing untold devastation in Ukraine – it is also threatening peace and security across Europe,” British Prime Minister Boris Johnson said in a statement on Saturday pledging more military aid.


Britain pledged to provide a further 1.3 billion pounds ($1.6 billion), double its previous spending commitments and what it said was the country’s highest rate of spending on a conflict since the wars in Iraq and Afghanistan.


Putin’s Victory Day speech could offer clues on the future of the war he launched on Feb. 24 with an unsuccessful assault on the capital, Kyiv. Russia’s efforts have been plagued by logistical and equipment problems and high casualties in the face of fierce resistance.


U.S. Central Intelligence Agency Director William Burns said Putin was convinced “doubling down” on the conflict would improve the outcome for Russia.

Moscow calls the war a “special military operation” to disarm Ukraine and rid it of anti-Russian nationalism fomented by the West. Ukraine and the West say Russia launched an unprovoked war.


Mariupol, which lies between the Crimean Peninsula seized by Moscow in 2014 and parts of eastern Ukraine taken by Russia-backed separatists that year, is key to linking the two Russian-held territories and blocking Ukrainian exports.


Ukraine’s general staff said on Sunday that Ukrainian units near the Azovstal plant continued to be blockaded and Russia continued its assault using artillery and tanks in Mariupol.


Russia’s offensive in eastern Ukraine aims to establish full control over the Donetsk and Luhansk regions – where pro-Russian separatists have declared breakaway republics – and maintain the land corridor between these territories and Crimea.


Ukraine’s forces in the two regions repulsed nine enemy attacks, destroying 19 tanks, 20 combat vehicles and one unit of enemy special engineering equipment, said the general staff on Sunday. Reuters could not immediately verify the reports.
